Service Area Expansion

GRCC is considering expanding its service area beyond the current 9-county Greater Rochester / Finger Lakes region! We are hoping to add three new counties to our service area: Steuben, Chemung, and Schuyler. These counties are currently not serviced by any Clean Cities and Communities coalitions, so this expansion will help connect the service areas of our NY Clean Cities and Communities coalitions in support of our statewide alliance goal of providing opportunities and support stakeholders in the transportation and energy sectors across the whole state.

In order to make this expansion a reality, we need your signature!

GRCC Board Update

Longtime GRCC Board member Alan Blood has retired from his role on the GRCC Board but will still remain involved with coalition activities. Alan has been engaged in GRCC since the first gatherings in 1995 and recently served as Treasurer on the Board. We are grateful for Alan Blood’s invaluable contributions to GRCC over his 31 years of service, where his leadership and insight shaped GRCC into the organization it is today. Thank you, Alan, for your dedication and commitment to GRCC’s mission and for changing our communities for the better!

 

Floshare Partnership & Community Survey

GRCC received a federal grant in 2025 to support a local EV carshare with community awareness and promotion, because clean mobility networks are good for both the community and the environment! Floshare provides a fleet of EVs across three convenient locations in Rochester at an affordable rate of $6/hour (plus a $20 sign-on fee).

We are looking for feedback from Rochester City residents that will help Floshare improve and expand. Participants who complete the survey and become a member will receive a $20 credit towards a ride!

Industry News

New York State Thruway Authority looking for proposals to upgrade fueling facilities

The Authority is seeking proposals that feature innovative solutions to significantly improve the quality, amenities, and customer service experience at its 29 service area fueling facilities. Proposals must include a plan to design, install, operate, and maintain electric vehicle (EV) charging infrastructure for medium and heavy-duty zero-emission vehicles (ie delivery trucks, buses, freight vehicles) at five fueling facilities along the Thruway. RFP submissions are available for download from the Thruway Authority’s website, with responses due by July 24, 2026.

Health Benefits of zero-emission transport through 2050 Report

Vehicle pollution is responsible for 41,800+ deaths and 23,100+ asthma cases in the U.S. every year. Of these, more than 3,200 premature deaths and 2,700 new pediatric asthma cases occur in New York State. Accelerating progress on electric cars and trucks could prevent more than 100,000 premature deaths by 2050.

    Federal Policy Update: The BUILD America 250 Act

    The BUILD America 250 Act was introduced in the House in May 2026 and, if passed, would require the Federal Highway Administration to impose a new annual electric vehicle (EV) registration fee, starting at $130 for an EV and $35 for a plug-in hybrid. According to the Electrification Coalition, “This new tax would raise costs for consumers, slow EV adoption, and undermine U.S. automotive manufacturing”.

      Funding 

      Charge Ready NY 2.0

      Rebates are available for organizations installing Level 2 EV chargers at workplaces, multifamily homes, and other priority locations. $14 million in funding is still available as of February 2026.

      Building Cleaner Communities Competition

      $15 million is available to support carbon-neutral buildings with EV-ready design, microgrids, and clean transportation elements. Applications to this program will be accepted continuously through August 14, 2026, at 4:00 p.m EST, and are submitted through the New York State Consolidated Funding Application.
